The Federal Communications Commission's Lifeline program helps low-income families and individuals by providing a discount on landline or cell phone service, or in some cases, even a free phone. The requirements for this program are straightforward, and you may even be able to apply the discount against your existing phone plan. The best place to start is by finding a company in your area that offers Lifeline, and applying through them.

The Low Income Housing Energy Assistance Program offers help to qualifying low-income individuals and families facing emergencies like utility shutoffs, and even offers weatherization improvements to address inefficiencies. It also offers assistance to families that simply cannot afford their monthly heating costs. As with most programs, eligibility varies by region, so you should contact your local LIHEAP office to review the requirements and submit an application. Social services sometimes may be able to connect you with local nonprofit organizations offering funds to individuals, and certain utility companies may also offer adjusted payment options.

Welfare programs such as Temporary Assistance for Needy Families (TANF) are funded at the federal level, but managed at the state level. These programs are named differently in each state, and are fundamentally designed to be temporary. The goal is to support recipients who have experienced temporary difficulties with support while they achieve their independence. If you qualify, you'll be provided funding for expenses such as food, job training, child care, utilities, and housing.
